the new commers must register on the forum, the register will have the IP. Even if the same person registers lots of acc's it will be checked to see if the char actually is active and is equipped and so on to make sure the person plays. Even if the person register 3 or 4 dif acc's on the forum with different IP's the char cant be lvled by the same person at the same time cuz the IP's ingame will match..
